Call for Expressions of Interest:
Infection Control and Prevention Advisors Needed- COVID-19 Preparedness and
ResponseThe Specialist Health Service (SHS) provides strategic input on health to
the Australian Government Department of Foreign Affairs and Trade (DFAT).
The SHS allows DFAT to source high-quality technical advice to support
health policy, strategic planning and health programming across the aid
management cycle.There is an urgent need to support infection prevention and control (IP&C)
in Papua New Guinea (PNG) and Indonesia, with possible additional countries
still to be identified. PNG and Indonesia are preparing for a potential
COVID-19 outbreak and is strengthening its clinical care operations,
including IP&C. They have new shipments of PPE and a newly established
isolation ward, but it needs operationalisation support.For PNG: The Indo Pacific Centre for Health Security (CHS) is looking for an
IP&C advisor who can strengthen practical implementation in hospitals (e.g.
the isolation ward) and provide technical guidance to the National
Department of Health (NDoH) and hospital managers on IP&C planning/polices.The responsibilities of the short-term advisor will include at least the
following:*Provide support to hospitals to establish an IP&C-enabled
environment (e.g. location of clean areas to station PPE at entry points,
location of biohazard bins near exit points, biohazard waste management,
etc)
*Provide support to hospitals to implement good IP&C practice (e.g.
training to health workers on the proper use of and disposal of PPE, etc)
including outpatient department (OPD), isolation wards and intensive care
units (ICU)
*Provide support to NDoH and hospital managers to develop standard
operating procedures (SOPs), plans etc
*Conduct simulation exercises to test and refine operating proceduresFor Indonesia The CHS is seeking an IP&C Technical Officer to work within
the World Health Organisation’s Health Emergencies Program (WHE). Reporting
to the Incident manager and under the leadership of the Head of WHO Country
Office, the incumbent will contribute to ongoing efforts of Ministry of
Health (MOH) and WHO Indonesia to implement the strategies, tools and
capacities for Infection Prevention and Control (IPC) in referral hospitals
and other health care setting as well as for home care. It will include
technical and operational support for implementation of IPC measures and
monitoring and evaluation of the IPC activities in health facilitated as
well as home care settings for COVID-19.Key duties will include:
*Assess IP&C capacities, operational readiness and practices at the
referral hospitals and health care facilities in managing potential COVID-19
cases. Identify needs based on this assessment.
*Support MOH to ensure that IP&C requirements are in place, both at
the national and facility level, incl. triage, early recognition, standard
precautions, isolation capacity, and referral procedures.
*Provide support to hospitals to establish an IP&C-enabled
environment (e.g. location of clean areas to station PPE at entry points,
location of biohazard bins near exit points, biohazard waste management,
etc.)
*Provide support to hospitals to implement good IP&C practice (e.g.
training to health workers on the proper use of and disposal of PPE, etc.)
including OPD, isolation wards and ICU. Provide support to MOH and hospital managers to refine SOPs, plans,
etc.*Conduct simulation exercises to test and refine operating procedures
*Review training needs and conduct training in IP&C for staff working
in epidemic treatment centres and health facilities based on the review of
IP&C measures.
*Work in coordination with the outbreak response team to ensure IP&C
priorities and activities are managed effectively within the overall
outbreak response, and in coordination with the clinical/case management
teams.
*Provide guidance on immediate IP&C policies, resources, equipment
and training needed in order to ensure adequate preparations for response if
the outbreak spreads to other health facilities.
*Monitor and analyse any data on healthcare-associated infections in
patients and in healthcare workers to ensure such infections are prevented.
*Support risk communication teams for the implementation of IPC
measures in the households and communities.The CHS anticipates an initial deployment of up to four weeks. Exact dates
are not yet clear, but ideal deployment is in the next 1-2 weeks. Ideal
candidates will have significant work experience in IP&C or epidemic
response as well as experience working in the Pacific Islands or other
resource-challenged environments.If you’d like to submit an expression of interest (EOI), please provide the
following:1.An updated CV highlighting your experience in IP&C
2.A brief one paragraph description of your relevant skills
3.Your usual daily rate for independent consulting- all travel costs
will be covered as well as per diem and accommodationIf you are not interested in the PNG or Indonesia role, but might
potentially be interested in other urgent roles, please feel free to submit
